It only can be varying within V output for 40Hz input. With this version datashset tachometer input may be floated and the op amp becomes suitable for active filter conditioning of the tachom- eter output. Adding 2 more ics to do the trick is not an option.

I have made the circuit but seem not work. Why not connect the output to a transistor base. This op-amp works as a sort of ‘trip amp’, whenever the input on pin 1 exceeds the voltage on pin 8 0vthe output to the charge pump will go high, being low at all other times.
